Decades after the end of the Vietnam War, the country remains blighted by Agent Orange, a toxic herbicide used by US forces during the conflict. Families with disabled children are demanding more help from the US government.

Between 1962 and 1971, the United States sprayed approximately 20 million gallons of dioxin-contaminated herbicides over some 6 million acres of Vietnamese terrain. Among these was a compound known as Agent Orange, named for the orange stripe on its label (other varieties were marked with different colors but were less widely used). These chemicals wiped out forests and crops that were used by opposition forces for cover and food. In the course of this, hundreds of thousands of U.S. service personnel and millions of Vietnamese were exposed to the chemicals in the air, water, and soil and through food raised on contaminated farms. There are of course, many Vietnam Vets who have agent orange (AO) related disabilities. I worked with homeless vets (veteran homelessness a whole other issue) with AO problems. One of the men was the father of a disabled son directly related to AO. Another had foot rot, still festering decades later.

Since Desert Storm there is a new chemical weapon that is much more damaging – depleted uranium (DU). AO is thought to last for 100 years; DU is said to last for 4.5 million. The birth defects in some DU areas are very high with unfathomable deformities.

Disturbing story of Fallujah’s birth defects

Six years after the intense fighting began in the Iraqi town of Fallujah between US forces and Sunni insurgents, there is a disturbingly large number of cases of birth defects in the town.

Fallujah is less than 40 miles (65km) from Baghdad, but it can still be dangerous to get to.

As a result, there has been no authoritative medical investigation, certainly by any Western team, into the allegations that the weapons used by the Americans are still causing serious problems.

The Iraqi government line is that there are only one or two extra cases of birth defects per year in Fallujah, compared with the national average.

‘Daily cases’

But in the impressive new Fallujah General Hospital, built with American aid, we found a paediatric specialist, Dr Samira al-Ani, who told us that she saw two or three new cases every day.

Most of them, she said, exhibited cardiac problems.

When asked what the cause was, she said: “I am a doctor. I have to be scientific in my talk. I have nothing documented. But I can tell you that year by year, the number [is] increasing.”

The specialist, like other medical staff at the hospital, seemed nervous about talking too openly about the problem.

They were well aware that what they said went against the government version, and we were told privately that the Iraqi authorities are anxious not to embarrass the Americans over the issue.

There are no official figures for the incidence of birth defects in Fallujah.

The US military authorities are absolutely correct when they say they are not aware of any official reports indicating an increase in birth defects in Fallujah – no official reports exist.

Mothers warned

But it is impossible, as a visitor, not to be struck by the terrible number of cases of birth defects there.

We heard many times that officials in Fallujah had warned women that they should not have children.

We went to a clinic for the disabled, and were given details of dozens upon dozens of cases of children with serious birth defects. Full Story

A Detention Bill You Ought to Read More Carefully

Why is the national security community treating the “Enemy Belligerent, Interrogation, Detention, and Prosecution Act of 2010,” introduced by Sens. John McCain and Joseph Lieberman on Thursday as a standard proposal, as a simple response to the administration’s choices in the aftermath of the Christmas Day bombing attempt? A close reading of the bill suggests it would allow the U.S. military to detain U.S. citizens without trial indefinitely in the U.S. based on suspected activity. According to the summary, the bill sets out a comprehensive policy for the detention, interrogation and trial of suspected enemy belligerents who are believed to have engaged in hostilities against the United States by requiring these individuals to be held in military custody, interrogated for their intelligence value and not provided with a Miranda warning.

(There is no distinction between U.S. persons–visa holders or citizens–and non-U.S. persons.)

It would require these “belligerents” to be coded as “high-value detainee[s]” to be held in military custody and interrogated for their intelligence value by a High-Value Detainee Interrogation Team established by the president. (The H.I.G., of course, was established to bring a sophisticated interrogation capacity to the federal justice system.)

Any suspected unprivileged enemy belligerents considered a “high-value detainee” shall not be provided with a Miranda warning.

The bill asks the President to determine criteria for designating an individual as a “high-value detainee” if he/she: (1) poses a threat of an attack on civilians or civilian facilities within the U.S. or U.S. facilities abroad; (2) poses a threat to U.S. military personnel or U.S. military facilities; (3) potential intelligence value; (4) is a member of al Qaeda or a terrorist group affiliated with al Qaeda or (5) such other matters as the President considers appropriate. The President must submit the regulations and guidance to the appropriate committees of Congress no later than 60 days after enactment.

To the extent possible, the High-Value Detainee Interrogation Team must make a preliminary determination whether the detainee is an unprivileged enemy belligerent within 48 hours of taking detainee into custody.

The High-Value Detainee Interrogation Team must submit its determination to the Secretary of Defense and the Attorney General after consultation with the Director of National Intelligence, the Director of the Federal Bureau of Investigation, and the Director of the Central Intelligence Agency. The Secretary of Defense and the Attorney General make a final determination and report the determination to the President and the appropriate committees of Congress. In the case of any disagreement between the Secretary of Defense and the Attorney General, the President will make the determination.

Note that the president himself doesn’t get to make the call.

Internal CIA documents reveal a meticulous protocol that was far more brutal than Dick Cheney’s “dunk in the water”

Self-proclaimed waterboarding fan Dick Cheney called it a no-brainer in a 2006 radio interview: Terror suspects should get a “a dunk in the water.” But recently released internal documents reveal the controversial “enhanced interrogation” practice was far more brutal on detainees than Cheney’s description sounds, and was administered with meticulous cruelty.

Interrogators pumped detainees full of so much water that the CIA turned to a special saline solution to minimize the risk of death, the documents show. The agency used a gurney “specially designed” to tilt backwards at a perfect angle to maximize the water entering the prisoner’s nose and mouth, intensifying the sense of choking – and to be lifted upright quickly in the event that a prisoner stopped breathing.

The documents also lay out, in chilling detail, exactly what should occur in each two-hour waterboarding “session.” Interrogators were instructed to start pouring water right after a detainee exhaled, to ensure he inhaled water, not air, in his next breath. They could use their hands to “dam the runoff” and prevent water from spilling out of a detainee’s mouth. They were allowed six separate 40-second “applications” of liquid in each two-hour session – and could dump water over a detainee’s nose and mouth for a total of 12 minutes a day. Finally, to keep detainees alive even if they inhaled their own vomit during a session – a not-uncommon side effect of waterboarding – the prisoners were kept on a liquid diet. The agency recommended Ensure Plus.

“This is revolting and it is deeply disturbing,” said Dr. Scott Allen, co-director of the Center for Prisoner Health and Human Rights at Brown University who has reviewed all of the documents for Physicians for Human Rights. “The so-called science here is a total departure from any ethics or any legitimate purpose. They are saying, ‘This is how risky and harmful the procedure is, but we are still going to do it.’ It just sounds like lunacy,” he said. “This fine-tuning of torture is unethical, incompetent and a disgrace to medicine.” Full Story

Current technologies that will mature over the next 30 years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather-modification ability into a capability.

In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. These levels could include unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition. Assuming that in 2025 our national security strategy includes weather-modification, its use in our national military strategy will naturally follow. Obama to Seek Freeze on Some Spending to Trim Deficits

President Obama will call for a three-year freeze in spending on many domestic programs, and for increases no greater than inflation after that, an initiative intended to signal his seriousness about cutting the budget deficit, administration officials said Monday.

The officials said the proposal would be a major component both of Mr. Obama’s State of the Union address on Wednesday and of the budget he will send to Congress on Monday for the fiscal year that begins in October.

The freeze would cover the agencies and programs for which Congress allocates specific budgets each year, including air traffic control, farm subsidies, education, nutrition and national parks.

But it would exempt security-related budgets for the Pentagon, foreign aid, the Veterans Administration and homeland security, as well as the entitlement programs that make up the biggest and fastest-growing part of the federal budget: Medicare, Medicaid and Social Security.

The payoff in budget savings would be small relative to the deficit: The estimated $250 billion in savings over 10 years would be less than 3 percent of the roughly $9 trillion in additional deficits the government is expected to accumulate over that time.

The initiative holds political risks as well as potential benefits. Because Mr. Obama plans to exempt military spending while leaving many popular domestic programs vulnerable, his move is certain to further anger liberals in his party and senior Democrats in Congress, who are already upset by the possible collapse of health care legislation and the troop buildup in Afghanistan, among other things. According to an obscure report in the European Union Times (EUTimes.net), “Russian Military Analysts are reporting to Prime Minister Putin that US President Barack Obama has issued an order to his Northern Command’s (USNORTHCOM) top leader, US Air Force General Gene Renuart, to ‘begin immediately’ increasing his military forces to 1 million troops by January 30, 2010, in what these reports warn is an expected outbreak of civil war within the United States before the end of winter.

“According to these reports, Obama has had over these past weeks ‘numerous’ meetings with his war council abut how best to manage the expected implosion of his Nation’s banking system while at the same time attempting to keep the United States military hegemony over the World in what Russian Military Analysts state is a ‘last ditch gambit’ whose success is ‘far from certain.’”

The EU Times article continues by saying, “To the fears of Obama over the United States erupting into civil war once the full extent of the rape and pillaging of these peoples by their banks and government becomes known to them, grim evidence now shows the likelihood of this occurring much sooner than later.”

The Times story goes on to say that there are “over 220 million American people armed to the teeth and ready to explode.”

The Times article concludes by saying, “Though the coming civil war in the United States is being virtually ignored by their propaganda media, the same cannot be said of Russia, where leading Russian political analyst, Professor Igor Panarin has long warned that the economic turmoil in the United States has confirmed his long-held view that the US is heading for collapse.”

Many of us would be inclined to pooh-pooh such a story, but then there is this column from Bloomberg.com entitled “Arming Goldman With Pistols Against Public,” written by Alice Schroeder. According to Ms Schroeder:

“‘I just wrote my first reference for a gun permit,’ said a friend, who told me of swearing to the good character of a Goldman Sachs Group Inc. banker who applied to the local police for a permit to buy a pistol. The banker had told this friend of mine that senior Goldman people have loaded up on firearms and are now equipped to defend themselves if there is a populist uprising against the bank.” Full Story
